This will be my last Democrat Dispatches column as Chair of Democrats Abroad Panama. No, I am not leaving Panama. This is my only home.

When I volunteered to help reconstitute our Board and membership as Chair last year, I stipulated that I would accept only a year mandate to help strengthen DAP and create a harmonious, productive atmosphere.

We have done that.

We have a dynamic Board with fresh, young faces, more Hispanic members, and two members from the previous Board. They are the heart and soul of our group.

We have represented Democrats Abroad with a Spanish Op-Ed column, Spanish radio election debates, a government Forum following publication of the infamous Panama Papers, published a study critical of our US Embassy treatment of absentee ballots, and monthly member meet & greet and Board meetings. Plus, through the efforts of our Director of Communications, Eric Jackson, a jailed local journalist, who simply wrote the truth, was pardoned from a two-year sentence. Plus, in two weeks we will have our second Annual General Meeting within the past 9 months…Phew.

Some challenges remain, like finding a way to get regional reps like James in Cerro Punta plugged into our Board meetings (though, I look forward to our long chats together by phone after each Board meeting).

Sure, we fought a disappointing presidential election. But our membership is stronger than ever and we are looking forward to the mid-term elections in 2018.

Where we will meet

Balboa Union Church: created by an Act of Congress in 1914 with help from former US President Teddy Roosevelt.

Located on the main road in Balboa (the road that runs from 4 de Julio to Balboa Port). For parking, turn left up one street past the church and at top of hill turn left to pass St. Mary’s Parish; the church’s side entrance is just below. You can also park in the car park below behind Banistmo, and cross the main street and walk up the steps to the church. The front door is always open (314-1004).

Democrats Abroad Slate for 2017 Board Election

All of last year's Board members are returning. They are talented, have done a good job, and could fill any one of the posts available.

As part of the Nomination Committee DA Panama Chair Phil Edmonston cannot be a candidate for the Board. Instead, he will work with the Communications Committee.

Anyone of the members-at-large can be a candidate for Chair, or any other post. A candidate can also be nominated from the floor at the AGM.

Once the Board is elected, former Chair Phil Edmonston will work with the Communications Committee to staff our page on the DA international website, monitor the Facebook sites, write Democrats Dispatches, and represent DAP at business, government and NGO meetings. Volunteers who wish to work on the Board, should first "get their feet wet" working with the Communications team and accept to be vetted.

Other business: finalize the long process of revising our by-laws
Since late last year we have been in a process of deciding whether to make changes to our by-laws. Some people have already cast their votes in this process but those who have not can participate in the final round of voting at the meeting or by email or proxy as listed above. South Carolina Special Primary Election Scheduled for May 2


South Carolina will conduct a special primary election on Tuesday, May 2, 2017, for the 5th Congressional District to replace Mick Mulvaney who was confirmed as the Director of the U.S. Office of Management and Budget. This district consists of Cherokee, Chester, Fairfield, Kershaw, Lancaster, Lee, Union, and York counties, and portions of Newberry, Spartanburg, and Sumter counties.


The special general election will be held on June 20.


How to Register for all Primaries:


Service members, eligible family members, and overseas citizens may use the Federal Post Card Application (FPCA), which is the registration and ballot request form accepted by all States and territories. Complete, sign and send the FPCA to your election office. If you are a South Carolina resident from the 5th Congressional District, register and request an absentee ballot today starting at


To access the FPCA, you can:

Use the FPCA online assistant;

Complete the fillable PDF version; or

Pick up a hardcopy version from your Voting Assistance Officer or nearest U.S. Embassy or Consular Office.


Be sure to double-check your contact information is accurate in case your election office needs to reach you.

If you are currently registered, your FPCA ballot request must be received by May 2.

Ballots were sent beginning March 18 for those who have requested them. If you do not receive your requested State ballot 30 days before the election, there's a backup ballot called the Federal Write-In Absentee Ballot (FWAB) with an online assistant that provides you with the candidate list. It's available using the "Get My Ballot" link at You may also fill out the PDF or pick up a hardcopy version from your Voting Assistance Officer or nearest U.S. Embassy or Consulate.


If you receive your State ballot after submitting the FWAB, you should still complete and return it, as well. Only one ballot per person will be counted.
