Greetings,

Spring is finally in full swing here in the Hudson Valley, and with it comes new opportunities for Hudson Valley Regional Council (HVRC) to assist and partner with local governments and other organizations in our seven-county Mid-Hudson Region. We look forward to continuing to offer a regional perspective and providing education, outreach, and advocacy services to the communities we serve.

HVRC continues to provide technical support and educational resources to Hudson Valley Communities via several state and federal programs. Our annual updates of the Comprehensive Economic Development Strategy  (CEDS) detail the economic health of Hudson Valley communities. This year we are working on the five-year CEDs update. Additionally, the Hudson Valley Region Distress Criteria Statistical Report provides a snapshot of the economic distress of various municipalities, based on 2015 data.

HVRC also offers water quality and stormwater management educational resources, funded by NYSDEC, and is continuing to support municipalities and counties as they pursue cost-saving and energy and GHG emission-reducing actions through NYSERDA's Clean Energy Communities Program.
Clean Energy Communities Program
NYSERDA’s Clean Energy Communities Program: Looking Back and Forging Ahead

It’s hard to believe that it is closing in on three years since NYSERDA launched the Clean Energy Communities (CEC) Program. HVRC’s team of CEC Coordinators have been a locally engaged, boots-on-the-ground presence in the Mid-Hudson Region since 2016. We provided―and continue to provide―significant technical assistance to municipalities in their pursuit of the 10 High Impact Actions that they can benefit from under the CEC Program, as well as CEC grants and related funding opportunities.

From smaller actions, such as adoption of the NYS Unified Solar Permit, to large and impactful ones, such as Community Choice Aggregation and Climate Smart Communities Certification, there are many opportunities for our team to support your community!
We have many local successes to share:
  • Ulster County
    • Ulster County was the first municipality state-wide to complete four High Impact Actions and become a ‘designated’ Clean Energy Community! They received a $250,000 NYSERDA Block 1 CEC grant.
  • CEC Grants
    • Close to 40 municipalities in our region have become ‘designated’ Clean Energy Communities, and many have received CEC grants ranging from $5,000 to $250,000.
  • GHG Inventories & Climate Action Plans
    • HVRC recently completed an innovative pilot program, the “Climate Action Planning Institute”, which was developed and deployed last year. The Institute supported eight local governments in completion of their Government GHG Emissions Inventories and in initial development of their local Climate Action Plans. We highlighted this project in a state-wide webinar on February 27, 2019.
  • Climate Smart Communities Program
    • This NYSDEC-administered program is one of the ten High Impact Action under the CEC program.
    • Dozens of communities in our region are gearing up to become certified Climate Smart Communities (CSCs), in part by appointing local CSC Coordinators and Task Forces.
    • The Village of Nyack is the newest community to achieve Climate Smart Communities certification in our region!
    • The 2019 CSC grants are now available.
  • Electric Vehicles & EV Charging Stations
    • Many communities are installing publicly accessible EV charging stations (see the PlugShare map) and also capturing the benefits of deploying fleets EVs, and they are accessing available resources and funding to do so.

LED STREETLIGHT CONVERSION SUPPORT
  • Cost and Energy Savings: Many communities are converting their streetlights to LEDs and capturing significant cost and energy savings by doing so! Communities are aggregating their streetlighting projects in partnership with NYPA to bring costs down in several of our counties
  • HVRC can provide significant assistance to your community, including provision of an LED Streetlighting Conversion Costs Analysis. This analysis outlines side-by-side the potential savings for LED conversion in both utility and municipally-owned conversion pathways, based on your communities' current street lighting bills

HVRC is hosting another free NYSERDA Energy Code Enforcement Training with support from Rockland County!

Your community can complete this High Impact Action in one day by having your code enforcement official and up to 2 other municipal representatives attend this training. 

Registration is required for both Residential and Commercial Workshops separately.  The training also qualifies for 8 DOS in-service hours.

  • Application deadline:  Friday, July 26, 2019 at 4:00pm
  • The application manual with the full listing of all grants available through the CFA is found here.
Hudson River Estuary (HREP) Grant Program: Local Stewardship Planning RFA
  • Application deadline:  Wednesday, July 10, 2019 at 3pm
  • This RFA is designed to help local organizations and communities advance four categories of projects and programs through planning, feasibility studies, and/or design.
    • Adapt land uses and decision-making to factor in climate change, flooding, heat, drought, and sea-level rise projections in Hudson River shoreline communities.
    • Improve water infrastructure to make it more resilient to flooding and/or sea-level rise.
    • Create a natural resources inventory, open space inventory/index, open space plan, open space funding feasibility study, conservation overlay zone, or connectivity plan.
    • Develop a watershed and/or source water management plan.
Climate-adaptive Design Studio
  • Letter of interest deadline: 5pm, Friday, June 28, 2019
  • This fall, NYSDEC's HREP will collaborate with Cornell University to bring the Climate-adaptive Design (CaD) Studio to a Hudson Riverfront community. 
  • During the semester-long course, which runs from August through December, student teams work with the community to create waterfront designs that strive to meet needs for public access, economic development and climate resilience. In return the community is asked to identify and reach out to key stakeholders, host a public event featuring the designs, and to consider taking steps toward implementing CaD design principals on their waterfront. 
  • A fact sheet and draft letter of interest for the Fall 2019 application process are available online.
  • An informational webinar about this opportunity will be held on June 12 from 10:30 -12:00 pm.

Climate Smart Communities Grant Program
  • Application deadline: Friday, July 26, 2019 at 4:00pm
  • The Climate Smart Communities Grant Program is a competitive 50/50 matching grant program for municipalities to implement projects focused on climate change adaptation and greenhouse gas (GHG) mitigation. Project types also include certain planning and assessment projects that are part of a strategy to achieve Climate Smart Communities Certification.
