President's Letter

The last days of 2018’s Summer included the Minnesota State Fair setting an all-time attendance record with 270,000+ people walking through its gates in one day.  This is an impressive number and certainly more eye-catching than me telling you there are currently 82,000 active appraisers in the United States right now (54.9% are Certified Residential, 36.3% are Certified Residential and 8.8% are Licensed)!

You might ask how does the State Fair relate to the Appraisal Institute North Star Chapter?  Well, the answer, as you might reasonably expect, is the two are completely unrelated outside of the fact that both organizations aim to have "enthusiastic followers."  Plus, being keenly aware of statistics keeps us both entertained and employed.  We are numbers people after all. 

To the point, we realize not everyone had the opportunity of making either the MN Fair or an AI Event in 2018.  If you are one of the few people who missed out on either one of these two Upper Midwest great attractions, rest assured, I promise there is still time to get your thrills within the Appraisal Institute’s Fall Agenda.  Read on to find out more…

Member Spotlight: Craig Harrington, SRA, AI-RRS
In each newsletter, we will feature a North Star Chapter Member. This quarter we're highlighting Craig Harrington, SRA, AI-RRS, one of this year's recipients of the Appraisal Institute's Lifetime Achievement Award.
North Star (NS): How long have you been a member of the Appraisal Institute?
Craig Harrington (CH): I have been a designated member since January 17, 1984, and I don’t remember how long I was a candidate or an associate before that.

NS: How and why have you gotten involved with AI?
CH: Initially, I thought it was a great way to network with valuation professionals, and AI needed volunteers on committees to carry out the work.  In reflection, it has been a rewarding experience for me personally as you become more knowledgeable as an appraiser by interacting and learning from the top valuation experts at the chapter, regional, and national levels.  Those experts are also volunteering their time to further the goals of the Appraisal Institute and they are willing to share their insights and expertise with fellow volunteers. 

NS: What does receiving the AI Lifetime Achievement Award mean to you?
It makes me feel old (which I am) because recipients of this award are often in the late stages of their career.  I retired from appraisal assignments in 2016, but I’m still heavily involved in the business as an eminent domain commissioner, and also with the Appraisal Institute as I continue to develop courses and seminars and facilitate a number of online AI courses.

Fall Chapter Meeting - Thursday, October 18, 2018

Join us for a panel discussion on the continually rising construction costs that the residential and commercial markets have experienced. We welcome David Siegel and James Vagle of the BATC-Housing First Minnesota (formerly the Builders Association of the Twin Cities), who will present us with the builders’ view of Minnesota’s housing affordability challenges. Importantly, they will shed some light on the inputs that impact cost, such as labor, materials, land, and regulations. Of particular note, they will discuss the recent Minnesota Supreme Court Ruling in the Harstad v. Woodbury case, which decided what development fees cities can and cannot charge developers for. North Star Chapter Vice President Josh Folland, MAI, CCIM will also join the panel to discuss the appraiser’s perspective in dealing with the sometimes dichotomous relationship between cost and value.

Meet the 2019 Chapter Leadership!

Elections were held in June to vote for the 2019 North Star Chapter Officers, Directors, Regional Representatives, and Alternate Regional Members.  Designated Members, Candidates, Practicing Affiliates and Affiliates had the opportunity to review and either approve or reject the slate of candidates as presented through an electronic ballot.  The slate was approved by a majority of those who voted.  We are excited to introduce our 2019 Chapter Leadership!

Kurt OphusThe North Star Chapter is now accepting applications for the Kurt Ophus Scholarship.  One (1) $1,000 scholarship or two (2) $500 scholarships will be awarded by the Chapter's Board of Directors, and will be announced at the November Chapter meeting.  Scholarship recipients must be North Star Chapter members in good standing.  View additional criteria and eligibility information, and complete the application here.

Legislative Updates

AI Opposes North Dakota Appraisal Waiver Request

The Appraisal Institute on Aug. 13 joined nearly 30 valuation organizations in opposition to an appraisal waiver request from the state of North Dakota that would effectively bypass the requirement for appraisals in the state that are below $1 million for business/farm and $500,000 for residential, citing unreasonable delays, excessive costs and a scarcity in rural locations.

In its letter to the Appraisal Subcommittee, the organizations urged the ASC to reject the request for having failed to fully and accurately adhere to the ASC requirement for temporary waiver requests, specifically, the requirement from state law from which relief is being sought. The letter further noted that the relief sought by the petitioners appears to be a waiver of appraisal requirements, which is not relief that can be granted by the ASC. While the ASC does have the authority to grant temporary waivers of appraiser licensing and certification requirements, that does not appear to be the relief sought by petitioners.

Minnesota Reconstitutes Real Estate Advisory Board

Minnesota Gov. Mark Dayton on May 20 signed Senate File 2991, legislation that reconstitutes the state’s Real Estate Advisory Board, which had been sunset in 2014. The board will consist of seven members — four appraisers, one appraisal management company representative, one public member and the commissioner of the Department of Commerce. Appointments to the board were due by Sept. 1, and the first meeting is to take place no later than Nov. 1

The duties of the new board will be to “advise, provide input, and suggest best practices to the Department of Commerce regarding licensing, public disciplinary matters, continuing education and industry-related trends.”

The Department of Commerce commissioner must provide to the board a quarterly report that includes a list of the appraisal courses and seminars that the department did not approve for continuing education credit, and the reason for the denial. The quarterly report must also include a summary of public disciplinary actions taken by the commissioner.

Sen. Bill Weber, an appraiser, was the bill’s lead sponsor in the Senate while Rep. Tim O’Driscoll, a real estate sales professional and educator, was the lead sponsor of a companion bill in the House.

2018 Appraisal Institute Annual Conference Recap

The 2018 Appraisal Institute Annual Conference drew an all-time high of more than 550 attendees to Nashville, Tennessee, July 30-Aug. 1.  The event featured two terrific general session speakers, more than two dozen education sessions, exhibits of cutting-edge valuation products and services, abundant networking opportunities and an exciting awards program. 

The lineup of speakers included keynoters Alison Levine, mountain climber and best-selling author, and Don Gossman, SRA, who helped expose a mortgage fraud ring. Breakout session speakers covered a wide variety of valuation topics.  See their presentations.
