I will always look out for our most vulnerable residents, which is why, in addition to creating the nation’s strongest eviction protections related to COVID-19, I supported the creation of a guaranteed income program in the City of Los Angeles.

Nearly one year later after the City’s action, I’m pleased to see Los Angeles County is following our lead and launching its Breathe Program, a guaranteed income pilot that will provide 1,000 eligible Los Angeles County residents with $1,000 per month for three years. 

Here’s what you need to know about eligibility for this County program. You must:

✅ Be 18 years of age or older
✅ Live in a Los Angeles County neighborhood that falls at or below 100% of the County’s Area Median Household Income (AMI) - check whether your neighborhood is eligible here 
✅ Have a household income that falls at or below 100% of the County’s AMI, for a single person, or have a household income that falls at or below 120% of the County’s AMI for households with two or more persons - check whether you meet income requirements here
✅ Have been negatively financially impacted by the COVID-19 pandemic
✅ Not be currently enrolled in another Guaranteed Income project offered by the County, City of Los Angeles, or other public or private entity

Eligible Los Angeles County residents can apply online until Wednesday, April 13. 
If you do not have online access through your computer or cellphone, you can visit a number of designated application locations for assistance.

HOLLYWOOD - The Council District 13 Clean Team completes nearly 1000 small and large beautification projects each year and is always ready to help you. Recently, the team removed illegal dumping from Van Ness Avenue between Hollywood Boulevard and Franklin Avenue. CITY HALL - We had an electrifying Wednesday when the City Council unanimously approved Councilmember O'Farrell and Councilmember Krekorian's initiative to electrify the entire City fleet of over 10,000 vehicles and create a citywide network of charging infrastructure. The Electric Vehicle Master Plan is a gamechanger that will bring cleaner air; clearer skies; good-paying union jobs; and make it easier for all Angelenos - regardless of geography or income - to access electric vehicles. We're not looking back and charging ahead toward a Greener Los Angeles. There's no time to waste!


DISTRICT OFFICE - We've made some changes to our team so that we can continue to serve you effectively! We're happy to share that Hector Vega has transitioned to Deputy District Director and Homeless Coordinator. On the ground with Team Mitch since day one, we welcome Hector to his new role. Steve Jaramillo will now serve Glassell Park residents as our Glassell Park Deputy, while Matthew Guerrero and Juan Fregoso will expand their existing areas and represent our team in Atwater Village and Elysian Valley respectively. A strong focus on constituent services has always been our number one priority. This will never change. Please visit our website to learn more. 


13TH DISTRICT - Each day, Team Mitch is hard at work, helping your neighborhood and improving your quality of life. Last Saturday, Councilmember O'Farrell joined crews from our beloved Urban Forestry Division to trim more than 20 trees along Verdugo Road in Glassell Park - an area that  we now proudly represent as a result of redistricting. Brought to our attention by a local resident, our work will help maintain the long term health of our tree canopy - a critical tool to reduce carbon emissions. On Sunday, we helped StreetsLA Crew #11 complete a sidewalk repair along Heliotrope Drive in East Hollywood. Made possible through our Priority Sidewalk Repair Program, the result improves accessibility for local residents. 


KOREATOWN - We're very excited to represent more Korean-Americans as a result of redistricting and are getting to work. On Monday, Councilmember O'Farrell joined Korean American Federation President, James An, and its Executive Director, Steve Kang, to share more about his long history working with the Korean American community, as well as his goals for the months ahead. To help increase our AAPI engagement, Team Mitch is now on Kakao - a Korean social media app! Please join our chatroom - Council District 13 - to stay up-to-date. 


HISTORIC FILIPINOTOWN - Don't forget to mark Saturday, May 7, 2022 on your calendar for the unveiling of the Historic Filipinotown Eastern Gateway. A 20-year community vision, Councilmember O'Farrell is proud to have helped lead the way in making this happen. The celebration will kick off at Beverly Boulevard and Belmont Avenue at 4pm and include dancing, food and music. Please RSVP below. 


CITY HALL - Councilmember O'Farrell joins Americans across the Country in celebrating the historic confirmation of Kentaji Brown Jackson as our next Supreme Court Justice:
"Ketanji Brown Jackson is a brilliant human being who has inspired countless people across our country and the world.
There is no better person than Judge Jackson - soon to be Justice Jackson - to join the Supreme Court at this critical time, and to make history as the first Black woman to serve on the highest court in the land. I join millions of Americans who are celebrating today's confirmation of Ketanji Brown Jackson as our newest Supreme Court justice. What a long-awaited, and well-deserved, milestone. Congratulations, Justice Jackson!"
