« La prochaine journée professionnelle sur la diffusion des données de la BnF se tiendra en visioconférence le vendredi 28 mai 2021, de 9h30 à 17h. Plusieurs interventions sont liées aux problématiques de la Transition bibliographique.
Une séance introductive à destination des néophytes dressera un panorama de l’offre de métadonnées mises à disposition par la BnF. Elle sera suivie de trois sessions qui donneront lieu à des éclairages et retours d’expérience sur l’amélioration des services de récupération (transfert de notices en ligne, SRU), sur l’enrichissement de l’offre (notamment l’arrivée au dépôt légal de la musique dématérialisée), ainsi que sur les sites permettant leur exploration (Bibliographie nationale française, BnF API et jeux de données). « cOAlition S strategy of applying a prior licence to the Author’s Accepted Manuscript (AAM) is designed to facilitate full and immediate open access of funded scientific research for the greater benefit of science and society. It helps authors exercise their ownership rights on the AAM, so they can share it immediately in a repository under an open licence.
The manuscript – even after peer-review – is the intellectual creation of the authors. The RRS is designed to protect authors’ rights. The costs that publishers incur for the AAM, such as managing the peer-review process, are covered by subscriptions or publication fees. Archives-online.org se développe, en intégrant désormais un nouvel outil, TOPOterm, qui permet de compléter automatiquement les recherches en intégrant les variantes orthographiques des noms de lieux. Elle propose également une nouvelle infrastructure spécialement adaptée à la publication en ligne des éditions et des sources, grâce à un paquet comprenant l’outil TEI Publisher et un serveur IIIF. The crowdfunding tool will help researchers finance their projects, thanks to the support of non-academic actors. Projects funded by this service can be considered as “pre-projects” before applying for national or European grants, or as “smaller projects” that do not necessarily need to apply for larger grants but still have a deep impact on societies.

« CRL and East View Information Services have opened the first release of content for Imperial Russian Newspapers, the fourth Open Access collection of titles digitized under the Global Press Archive (GPA) CRL Charter Alliance. This collection adds to the growing body of Open Access material available in the Global Press Archive by virtue of support from CRL members and other participating institutions.
The Imperial Russian Newspapers collection, with a preliminary release of 230,000 pages, spans the eighteenth through early twentieth centuries and will include core titles from Moscow and St. Petersburg as well as regional newspapers across the vast Russian Empire. Central and regional “gubernskie vedomosti” will be complemented by a selection of private newspapers emerging after the Crimean War in 1855, a number of which grew to be influential. (…) »

Nouvelles consignes du CCSD pour le référentiel AuréHAL
À l’été 2020, le CCSD a diffusé de nouvelles consignes concernant le signalement des structures dans le référentiel AuréHAL. En tant que référentiel reposant sur la hiérarchie des structures, chaque structure, de même que les équipes de recherche et les laboratoires, est subordonnées à une structure de rattachement (université, ComUE, regroupement expérimental). Or, avec les nouvelles consignes du CCSD, lorsqu’une structure de rattachement disparaît ou évolue, sa fiche AuréHAL doit être clôturée, ainsi que celles de l’ensemble des structures qui lui sont subordonnées. De nouvelles fiches structures doivent ensuite être créées afin de décrire la nouvelle structure de rattachement et celles qui lui sont subordonnées. (…) »

« Frédérique Vidal a reçu ce jour le rapport de Fabienne Blaise, Pierre Desbiolles et Patrick Gilly sur la formation, le recrutement et la carrière des enseignants-chercheurs.
Ce rapport fait suite à la concertation initiée en décembre dernier par la ministre relative aux modalités de mises en œuvre des dispositions de l’article 5 de la loi du 24 décembre 2020 relative à la programmation de la recherche pour les années 2021 à 2030. La ministre a soumis cinq thèmes de réflexions aux rapporteurs :
- Comment améliorer encore la qualité du doctorat ?
- Quel encadrement pour l’expérimentation portant sur les maîtres de conférences prévue dans la loi ?
- Quelle place accorder aujourd’hui à l’habilitation à diriger des recherches ?
- Comment améliorer le fonctionnement des comités de sélection dans les universités ?

« COVID-19 et science ouverte : des actions structurantes pour la recherche en santé
La crise sanitaire, dont les vaccins nous laissent espérer l’issue, a été un moment de prise de conscience des bénéfices de la science ouverte et des progrès encore à réaliser. Le rapport du député Eric Bothorel Pour une politique publique de la donnée paru en décembre 2020 souligne que « si [la] culture du partage entre équipes de recherche était mieux ancrée, la prise en charge et le traitement de la Covid19 auraient été certainement plus performants et plus réactifs. »
Cette crise nous a encouragés à développer une approche disciplinaire de la science ouverte, en identifiant les enjeux et les freins propres à la recherche en santé. Plusieurs actions structurantes sont mises en œuvre au sein du Comité pour la science ouverte pour y répondre. (…) »

« This article argues that recent strategies of the European Union in the field of Artificial Intelligence (AI) resemble a football team missing a goal-scorer to win any of the competitions with other jurisdictions having more flexible limitations to copyright, in particular with those allowing robust text and data mining (TDM) activities. It analyses the TDM limitations newly introduced in EU copyright law by the Directive on Copyright in the Digital Single Market to show that these provisions not only fail to take duly into account the right to research grounded in the fundamental right to information, but also will not allow the European Union to provide a competitive environment for the development of AI and data-driven innovations.
