Job Purpose
  • The job holder will develop, build, support and manage IT platforms and GIS applications for use as desktop and server systems to underpin the provision of an open-access disaster risk reduction system based on Open Source software.
Job Responsibilities
  • Support operational IT platforms by managing the process and undertaking the practice of investigating, identifying root causes and resolving reported problems so that the platforms continue to meet stakeholders’ requirements throughout their operational lifetime.
  • Document developed platforms to ensure that they can be used, supported and maintained throughout their operational lifetime.
  • Build platforms required for new projects and ensure they meet stated requirements and are fit for introduction into operational use as part of a properly engineered information system.
  • Maintain an understanding of current and emerging platform technologies and Open Source software as well as how they may be of use for disaster risk reduction.
  • Familiar with open data access protocol.
Essential Qualifications, Skills & Abilities
  1. Familiarity with Open Source software.
  2. Experience of managing Windows and Linux systems and a willingness to develop these skills further to manage IT systems in an enterprise environment
  3. Demonstrate an enthusiasm for working in IT and an ability to solve abstract IT problems and provide efficient and effective solutions in a timely manner
  4. Show evidence of an organised and structured approach to work
  5. A proven ability to communicate easily, enthusiastically and professionally with a range of customers
  6. Good team-working skills and ability to interact with multi-disciplinary researchers; and when appropriate, the ability to work on your own initiative
  7. An ability to work to demanding timescales
  8. Perform data analysis, programming and cartography.
  9. Primary duties include analyzing spatial data through mapping software and designing digital maps with geographic data and various other data sets.
Desirable Qualifications, Skills & Abilities
  1. Knowledge of any of the following Python, R, C++, shell scripting, networking, configuration management
  2. Knowledge of any of the following: Active Directory, GeoServer, IIS and Node.js
  3. Proficiency with database programming languages such as SQL, R or Python.
  4. Proficiency with front end design languages such as HTML, CSS, JavaScript and various mapping languages.
  5. Experience with mapping tools such as ARCGIS, QGIS, Mapserver, Leaflet and Carto.
  6. Outstanding quantitative skill set.
  7. Attention to detail and good problem-solving skills.
Candidates applying for the post of the Research Assistant for the IDRC Project will be evaluated based on their ability to complete an aptitude test. The purpose of this exercise is to test the candidates’ ability to develop a GIS REST API based on Open Data Access.

The developed API’s should be based on the sample data via the link provided (

The link provided consists of (a) Exposure Elements; (b) Landslide Susceptibility; (c) Political Boundary; (d) Rainfall Data; and (e) 1hr precipitation.wrf.

  1. Candidates need to develop geospatial APIs for disaster based on the layers provided using a WEB BASED interface using Python/Javascript/node.js. The system needs to be developed in a virtual environment using VMWare player or VirtualBox.
  2. Candidates need to develop an android based API for the layers in (1) using a virtual environment. Where appropriate, see example in the website link:
