Answers to Common I-LEAD Questions

  • What is the Qualification Mailbox and how can I use it to my benefit? Providers may use the qualification mailbox (qualification.review@fssa.in.gov) to send in fingerprint receipts and questions regarding background checks. The Background Check Unit attempts to answer all emails from this mailbox within three business days.
  • How do I monitor staff’s consent form statuses? Provider Admins can see whether staff members have completed their consent forms on the “Associated Educators” section of their Provider Details page. The “Status” next to the educator’s name indicates the status of the consent form. The “Status Submitted” indicates when the educator submitted their last consent form.
  • What do the different statuses mean?
    • Submitted: Submitted means the consent form is in the system but it hasn’t started processing. The next step is for the FBI record to be completed. If the individual is a new employee, a provisional email will be sent and the consent form will be sent to the next two queues for review. If the individual is not a new employee, an email will not be sent, but the consent form will be sent to the next two queues for review.
    • Incomplete: Incomplete indicates that there is an issue with the FBI (fingerprint check) or the consent form itself. A disqualification letter will be sent via mail to the educator and provider regarding the disqualification.
    • Provisional: Provisional means the FBI’s check has been completed for a new employee so they can begin working under supervision. The consent will be sent on to the other queues for completion.
    • Received: This is the old status for Qualified.
    • Qualified: Qualified means all checks have been done and the consent is complete with no records found.
    • Disqualified: Disqualified means an issue has occurred that makes the educator ineligible to work in childcare. This could be an incomplete/expired fingerprint, felony arrest and/or child welfare substantiation. Letters will be sent to the provider and educator.

*Note: The “N/A” may appear as a status for an associated educator if the educator has not completed a consent form in their individual I-LEAD account.

Funding Opportunity: Indiana CARES About Child Care Fund
The Indiana Family and Social Services Administration, in partnership with the state’s Child Care Resource and Referral Network, is helping child care providers pay for added health- and safety-related expenses due to the pandemic. The Indiana CARES About Child Care Fund is offering grants based on providers’ capacity and will reimburse them for expenses such as equipment, supplies and materials; additional staffing needs; and professional services needed to maintain new safety recommendations and guidelines. There are also grants available for providers who have temporarily closed due to a positive COVID-19 case to help pay for supplies or services to reopen per health department or state licensing guidelines.
