Dear Brothers and Sisters,
Last week, multiple PFANJ members joined hundreds of our IAFF brothers and sisters from across the United States in Washington, D.C. to meet with the members of the United States Senate and House of Representatives during the 2018 IAFF Alfred K. Whitehead Legislative Conference.
As the IAFF is a nonpartisan organization, the following Congressional members and special guests were invited to speak at the conference on Monday, March 5:

On Tuesday March 6, over two dozen PFANJ members headed to Capitol Hill and met with the 14 member New Jersey Congressional delegation to discuss the four major and seven secondary issues that the IAFF has made a priority in the 115th Congressional Session. These include:
Public Safety Collective Bargaining Rights: The IAFF strongly supports the Public Safety Employer-Employee Cooperation Act (H.R.4846) and encourages members of Congress to cosponsor the bill.
Establishing a Fire Fighter Cancer Registry: The IAFF supports S.382, the Firefighter Cancer Registry Act, and encourages members of the Senate to cosponsor the bill.
Funding for SAFER and FIRE Grants: The IAFF supports increased funding for the SAFER and FIRE grant programs and providing $810 million, evenly divided, for the two programs.
Federal Fire Fighter Retirement Cuts: The IAFF opposes any further reductions in federal employee pension plan and retiree benefits.
Excise Tax on High Cost Health Plans: The IAFF supports repealing the “Cadillac Tax” and urges Members of Congress to cosponsor H.R.173 and S.58.
Funding for the Urban Search and Rescue Response System: The IAFF supports increased funding for the Urban Search and Rescue Response System.
Early Medicare Buy-In for Public Safety Workers: The IAFF supports the ability of fire fighters and other public safety workers to buy into Medicare at age 55 to gain access to necessary and comprehensive healthcare services.
Collecting Sales Taxes for Online Purchases: The IAFF supports legislation to enable states and localities to collect sales taxes for online purchases.
Preserving T-Band Public Safety Spectrum: The IAFF urges Members of Congress to revisit the requirements to relocate public safety from the T-Band spectrum.
Social Security Offsets: The IAFF supports reforming the Social Security offsets while ensuring they do not adversely impact fire fighters.
Public Pension Transparency Act: The IAFF opposes the Public Employee Pension Transparency Act.
Efforts like this past week in Washington, DC and our continual work back home in New Jersey give PFANJ members the opportunity to speak to and articulate each of these important issues one-on-one with their legislators.

JANUS V ASFCME
The NJ AFL-CIO has been meeting over the last six months planning a counter to the possible unfriendly union ruling that could be handed down by the US Supreme Court in the Janus v. ASFCME case. On Monday, March 5, the legislation that the unions were working on, bill "S2137 - Workplace Democracy Enhancement Act" was introduced and sent to the Senate Labor Committee. The bill was sponsored by Senate President Sweeney.

On March 1, PFANJ 1st Vice President Steve McConlogue and Treasurer Matt Caliente (pictured above with Assembly Speaker Craig Coughlin - left) climbed aboard the 81st NJ Chamber of Commerce Train ride to Washington, D.C. They had the opportunity to meet and talk with multiple state legislators, county & municipal officials, Congressional candidates, labor leaders and other professionals from around the state. The Chamber Train provides an excellent opportunity to network, and promote the PFANJ and its mission.
After arriving in DC, they were joined by PFANJ President Dominick Marino and again had the opportunity to network at the host hotel and attend the Congressional Dinner.

LEGISLATIVE REPORT
Dear Brothers and Sisters,
The PFANJ Legislative Breakfast was held on February 15, 2018 in Trenton. The event was a great success and well attended by PFANJ members and 25 members of the New Jersey Legislature and their staff. PFANJ members were able to have one-on-one interaction with Legislators and staffers addressing multiple PFANJ issues and concerns. Since attending our breakfast, several legislators have signed on to some of our legislation, as well as offering to sponsor future legislation to benefit our members. We look forward to hosting additional legislative events throughout the year.
The NJ Chamber Train Ride, attended by myself and Treasurer Caliente, was also a successful event. We had the opportunity to meet and talk with multiple State Legislators, County & Municipal leaders, Congressional candidates, Labor Leaders and other professionals from around New Jersey. The Chamber Train provides an excellent opportunity to network, and promote the PFANJ and its mission. Once we arrived in Washington we met up with President Marino and again had the opportunity to network at the host hotel, and attend the congressional dinner which was well attended.
Many thanks to all the PFANJ members who attended the 2018 IAFF Legislative Conference held in Washington, DC from March 4th to 7th. Our nation's fire fighters and emergency medical personnel face significant challenges at the federal, state and local level, and are directly affected by decisions that are made in Washington. Members of various locals from around the state made the trip to Washington DC along with the PFANJ Executive Board to represent New Jersey and the PFANJ on Capitol Hill, addressing multiple legislative issues that affect firefighters nationwide as well as in New Jersey.
On Monday March 5th, we heard from several Governors, Senators and Representatives from around the United States, as well as Secretary of Labor Alexander Acosta & Secretary of Homeland Security Kirstjen Nielsen. The PFANJ and its members met with all 12 of New Jersey's members of Congress as well as both US Senators in their offices. Each official was provided a legislative issues booklet from the IAFF (topics discussed were included in President Marino's letter above) and these issues were discussed at length with our members in attendance.

UPDATE ON BILL "S5" - THE PENSION TAKEOVER BILL
S5 was on the Senate board list for 2/26/18. The bill was removed from the agenda for what we were told were procedural items. We were later informed that the Governor and the Assembly may have changes to the bill. President Marino has reached out to Governor Murphy, Assembly Speaker Coughlin, and other stakeholders for updates and to reiterate our concerns. We will not support S5 if changes are made to grant more control of the PFRS to municipalities over the unions. Senate President Sweeney has committed to us that he will not move legislation that undermines the intent of the original draft of S5. We are looking to meet with the other public safety unions as well as the legislators to discuss any issues that may arise. A companion bill to S5 was just proposed for introduction in the Assembly on Monday 3/12/18 (A3671), I do not have details to include in this report as there was no bill text posted as of this writing. We were informed that this was the same bill as SS and the sponsor is Gordon Johnson, Any update on this bill will be provided at the meeting if available.
To avoid any confusion among our members, Senator Declan O'Scanlon & Assemblyman Ned Thomson both proposed bills (S1964 & A3414) claiming to "safeguard police & fire pensions" which is actually many of the amendments that the League of Municipalities and Association of Counties wanted made to S5. Thomson, one of only 9,000 pension actuaries in the nation and a pension expert, proposed amendments to the bill (S5) that would reflect his own legislation giving police and firefighters control of their pension. His bill (A3414) includes balancing the Police and Firefighter Retirement System board by appointing three more non union members, requiring a super majority of the board to increase any benefits, ensuring the cost of underperforming investment returns is reported to the state, and preventing the target funded ration from dropping below 80 percent.
Updates on this important legislation will be made available to members of the executive board as well as the general membership as we receive developments and updates from reliable sources. We always try to put forth accurate and up to the minute information, sometimes that process takes longer than many of us like, however it is imperative that we forward ONLY accurate information to our membership via e-mail and social media. I would ask all members to exercise some caution when they hear rumors or hearsay at the firehouse or on social media regarding important issues like this. This executive board is always available to answer your questions should you have any.

LABOR ISSUES
Dear Brothers and Sisters:
Your Executive Board has been extremely busy since our last monthly meeting. On February 15th, 1st VP McConlogue organized a Legislative breakfast in Trenton. It was our chance to meet with about 25 Senate and Assembly members and discuss some of the issues facing our organization in the State. It was an impressive showing from both the Legislators and our members, and will be beneficial moving our agenda forward. I would like to commend VP McConlogue and his committee on a great event.
On Feb. 21st, Treasurer Caliente organized a meeting between members of the Executive Board to discuss ways to improve our Annual Convention in AC. Approx. 12 members attended, and a host of ideas were discussed. We would like to build our convention and offer all of our members an opportunity to see what their union does for them. One new exciting program this year will be HOT training provided by the IAFF on the first day of convention. Our hope is to get members down the first day, especially the ones not interested in our golf tournament. We will keep you posted in the coming months with other events planned. We will be meeting again after our monthly meeting.
We had another impressive showing at the IAFF Legislative Conference last week, with over 25 members down in Washington DC discussing our State and National issues with our elected officials. Our members had the opportunity to sit with every Senator and Congressman from the State of New Jersey and discuss the issues facing our members. President Marino, Tim Colacci, Tony Tarantino, and Joe Maguire did an outstanding job again presenting the issues to our elected representatives. For those of you who did not attend, mark your calendars for next year, as it is an invaluable experience.
The 2nd IAFF/PFANJ Affiliate Training will take place on Wednesday, March 21 for anyone who may be interested in presenting the PowerPoint rolled out at our November meeting. The training will take place at Monroe Fire District 3. Anyone who would like to participate can contact Joe Maguire of President Marino.
Just an FYI, if you didn't get your pension election ballots in - please do so ASAP. With the pension legislation moving in Trenton, there is no more important issue than getting Tony Tarantino elected to the board. We need every local and every member to vote in this election to get him on the board. If you have any questions on this issue please see any member of your E-board.
A meeting is set with Atlantic City L-198 on Wednesday, March 14 with the new state monitor from the DCA. Hopefully progress can be made to resolve the issues facing our brothers there. President Marino was instrumental in setting a meeting with the Governor's Chief of Staff last month to discuss their issues and we continue to work with Local 198 to right the wrongs done to their members. At the legislative breakfast we were able to get Assemblyman Andrzejczak to consider sponsoring legislation that would affect members approaching retirement.

IAFF 1st District VP Jim Slevin has released the dates and location of the inaugural "IAFF 1st District Parternship Education Program." This two-day conference will feature a variety of speakers and workshops meant to increase your union and labor related knowledge and skills. The PEP will take place from June 26-27, 2018 in White Plans, NY with a plan to alter the location annually between sites in New York and New Jersey (the IAFF 1st District states). MURPHY REVERSES CHRISTIE ON CRUCIAL NJ PENSION CHANGE

Gov. Phil Murphy's administration is rolling back a change to New Jersey's public worker pension system that Chris Christie slipped in during the waning days of his administration that raised government contributions by more than $800 million.
Murphy's acting state treasurer, Elizabeth Muoio, said Christie's surprise reduction in the pension system's assumed rate of return from 7.65 percent to 7 percent placed a "undo stress" on the governments that would have to find the extra cash.
Muoio said she would phase in the rate cut over five years. (READ MORE)

PFANJ 5th District VP and Newark Fire Officers Union Local 1860 President Anthony Tarantino is the PFANJ's candidate to become a trustee for the Police and Firemen Retirement System (PFRS). Ballots will be to each city/department certifying officer on February 20, 2018. We encourage all locals to identify who their local certifying officer is and encourage all members to vote.

Today and every day, the PFANJ recognizes the numerous and significant challenges facing our union and its members. From the looming Janus vs AFSCME U.S. Supreme Court case, to pension and benefits uncertainty, to cancer and behavioral health crises, our union has been working tirelessly with the International Association of Fire Fighters at the Federal, State, and Local levels. We will meet every concern head-on.
Part of these efforts include outreach presentations highlighting the hard work of our union and the value it offers its members. These presentations will be available to fire and EMS locals throughout the state, from those currently affiliated with the PFANJ to those who are not.

UNIONS PUSH BACK ON TRUMP ADMINISTRATION'S PLANS TO SHRINK LABOR-MANAGEMENT AGENCY

The IAFF is urging members of Congress to stop a plan to close two regional offices of the Federal Labor Relations Authority in Boston and Dallas. The FLRA administers the labor-management relations program for federal employees and the proposed closures would undermine the agency’s ability to carry out its core mission work. The closures would hurt the agency’s efforts to approve new collective bargaining units, resolve unfair labor practices, disputes and reconcile negotiations between unions and management. (READ MORE)

PEER COUNSELING
We are still in the process of setting up procedures and a manual for each of the 23 PFANJ Peer Counselors. As advised last meeting, Michael Somma (Jersey City Firefighters L1066) has been appointed as the coordinator of the PFANJ Peer Program. Until it is fully set up and functional, local presidents should continue to contact their District Vice President.
Local Presidents and delegates should also remember that the PFANJ MAP (Membership Assistance Program) is still available to all members. This is a 24/7 available number for a member to call if they feel the need 1-888-731-FIRE (3473).
With each passing year, research shows that fire personnel who balance physical, behavioral and emotional fitness have the best outcomes, whether one is looking at adjustment to becoming a fire fighter, ratings of career satisfaction, family well-being, or adjustment to retirement. Remember - you are not alone!

FIREFIGHTERS LOOK
TO REDUCE CANCER RISK

The IAFF reports cancer is now the leading cause of death among firefighters, noting more than 80 cancer-related deaths among firefighters in 2016 alone. The association reported cancer was the cause of 61% of deaths among career firefighters from 2002 to 2016.
The PFANJ, which represents 5,000 active and retired fire officials in New Jersey, has supported bills that would provide compensation and an accidental disability pension for some firefighters diagnosed with cancer. Dominick Marino, President of the association, said many other states have similar laws in place, "so we're really behind the times here." He said the organization will continue to support any similar legislation introduced. (READ MORE)

Firefighters across the country are struggling with mental health issues and post-traumatic stress disorder (PTSD), according to a study where NBC-owned stations partnered with the IAFF to anonymously survey firefighters.
“You guys all signed up for PTS, that’s what you did when you became a firefighter... You’re not going to get out of this without some level of PTS.” They don’t want it to get to “the disorder part of it,” meaning PTSD. (READ MORE)

The PFANJ is excited to announce that it will be partnering with California Professional Firefighters to offer all PFANJ members accounts with the Personal Exposure Reporting (PER) website. This site offers an easy, secure and comprehensive method of recording your exposure to cancer-causing chemicals and biological toxins.
Established in 1985, PER has been a secure lockbox for more than 100,000 exposure reports. These reports provide critical documentation needed in Workers’ Compensation cases involving job-related illnesses and in medical diagnosis for those illnesses. Using CPF’s confidential website, you will be able to can keep a private record of:
Incident information
Nature and duration of exposure
Medical symptoms experienced
Medical diagnosis and treatment
Recurring exposures on the job (diesel fuel, etc.)

Congratulations to new Woodbridge Chief of Department Charles Kenny. Chief Kenny, a 32 year veteran of the department, was sworn in on February 24, officially becoming not only the first Career Fire Chief in the Woodbridge Fire Department's history, but also the first career fire chief in all of Woodbridge Township.

NHRFR BATTLES 5-ALARM APARTMENT BLAZE
DURING NOR'EASTER
North Hudson L3950/3951 members battle five-alarm blaze during heart of nor’easter. Flames tore through 1200 26th St., a multi-unit residential building near Kennedy Boulevard late morning on March 2. Hours after the fire began, dozens of firefighters, including Jersey City L1064/1066 and Hoboken L1076/1078 members eventually placed it under control. (READ MORE)

HOVERBOARD LEADS TO TRASH TRUCK FIRE FOR BRIGANTINE L2657
Two sanitation workers completing their rounds along Vardon Road in Brigantine began smelling smoke from the back of their truck around 11:30 a.m. Both employees leaped from the truck, noticed smoke coming from the rear, and began trying to put out the fire with extinguishers aboard the vehicle.
The workers called 9-1-1 which dispatched Brigantine L2657 members who arrived within minutes and safely put out the flames. After sorting through the materials in the truck, a scorched red hoverboard was found and determined to be the cause of the fire. (READ MORE)

FROM NEWARK BLAZE
Heavy smoke and flames ripped through a two-story building in Newark on February 28, leaving 12 homeless and sending six to the hospital for smoke inhalation. Four of the hospitalized were children. None of the injuries appeared life-threatening. There were no reports of injuries to any of the Newark Fire Officers L1860 members who battled the blaze. (READ MORE)

HOPEWELL L3897 MEMBERS BATTLE DWELLING BLAZE STARTED BY GENERATOR
A homeowner repairing a generator next to his Hopewell Township home in preparation for expected snow on Wednesday accidentally touched off a fire Monday afternoon that caused major damage to the house.
The Stony Brook Road home was rendered uninhabitable after suffering serious flame, heat, smoke and water damage in the 2:30 p.m. fire battled by Hopewell Valley Uniformed Fire Fighters Association IAFF L3897 members. (READ MORE)
