Introducing the QVCOG Newsletter

The Quaker Valley Council of Governments (QVCOG) is pleased to launch this new e-newsletter. It will be issued periodically to update readers on initiatives and programs of the QVCOG and its member municipalities. Open to the public, please share this link with others to sign-up.

What is a COG?  A COG, or Council of Governments, is, put simply, a way for local governments to work together. Enabled by both the PA Constitution and the legislature, local governments voluntarily form COGs to accomplish more than individual municipalities can accomplish on their own. The beneficiaries are the residents and taxpayers of their communities; COGs reduce duplication and the costs of public services, improve an area's chances of obtaining grants, and facilitate planning and big picture thinking. Quaker Valley COG is established by the 14 member communities along Rt 65 from the City of Pittsburgh line to the Allegheny County line.  Click here to learn more about our communities.

Stormwater Education at Harvest Fest

QVCOG was there for fun and education while celebrating the Sewickley Harvest Festival on September 10, 2016.  Visitors to the QVCOG Booth learned about stormwater run off and how it effects clean water.  While the kids colored and entered a drawing for a prize from Sky Zone, the adults received information and materials about the impact of stormwater on their property, the community, and their pocketbook.  Over 30 visitors stopped by.
 Municipalities that are part of the QVCOG work together to provide cost effective public education programs to homeowners, businesses and students on what they can do to assure clean water for us all. In this way, member municipalities comply with US EPA and PA DEP stormwater regulations. Many thanks to the QVCOG volunteers who made Harvest Fest a success!

Lincoln Avenue Improvements Continue

Bellevue Borough residents are experiencing a "temporary inconvenience for a permanent improvement" as the next phase of the Lincoln Avenue Streetscape project has gotten underway. Developed with support from Bellevue Borough and  a $600,000 federally funded Community Development Block Grant program as administered by Allegheny County and the QVCOG, this project combines green infrastructure, traffic calming and business district beautification.  The project continues through 2017.

Additional projects in other QVCOG communities begin soon.  Watch this newsletter for future stories on projects in Leetsdale, Avalon, Ben Avon, and others.   

QVCOG Hosts Governor's Center for Local Government Executive  


On October 19, 2016 QVCOG welcomed Rick Vilello, the Executive Director of the Governors Center for Local Government. This Pennsylvania agency is part of the Department of Community and Economic Development and is the "one-stop shop" for local governments in Pennsylvania.

Mr. Vilello was appointed Executive Director of the Governors Center by Governor Wolf after having served 4 terms of as Mayor of Lock Haven, PA.  He has also been a City Councilman, served on a municipal authority, President of the Pennsylvania Municipal League, State Planning Board member, and served on the Board of Directors for SEDA-COG, one of the largest Councils of Governments in Pennsylvania.  

With his extensive experience in local government, Mr. Vilello was interested in learning about efforts to improve the Quaker Valley COG and how his agency could help.  
Vilello visited municipalities, learned about recent projects and areas of concern that need to be addressed.  He participated in the QVCOG monthly meeting and invited the COG to make grant applications for several potential projects he saw during the day, addressing the organizational capacity of the COG, improving the Rt 65 corridor, and conservation.  Overall, Mr Vilello was upbeat on the assets of our communities, and encouraged increased collaboration by municipalities in the QVCOG to preserve quality of life, increase private investment in our area, and be competitive for funding. Many thanks to the elected and appointed officials who made time during their busy days to facilitate the informative visit that put our best foot forward!

Solid Waste and Recycling

Communities in the QVCOG have new solid waste collection contract, many including recycling, with Waste Management.  QVCOG issued specifications and opened bids for this service earlier this year.  In this way, area local governments increased their buying power and reduced costs.  Each individual municipality selects among the service options proposed based on their solid waste ordinances and desired service level.   

Watch for the announcement of the Spring and Fall 2017 Hard to Recycle Drop-off events.  Refer to this newsletter and information from member municipalities to learn dates and locations.
